You do not need a complicated route here. Just move through Dam Battlegrounds until you reach Water Treatment Control, then start checking for the locked surveillance room. It is the kind of place people miss because they are focused on loot routes, patrols, or the next fight. If you are solo, it is even easier to overlook. If you are with a squad, somebody will probably say, "Hold up, I think this is it," and that is usually when the door finally gets opened.
